Rugby Borough Council has partnered with E.ON to deliver a £21 million programme of FREE energy efficiency improvements to council homes.
The three-year programme - which secured £10.7 million from 'Wave 3' of the Government’s Warm Homes: Social Housing Fund, match-funded by the council - launches in September 2025 with the aim of making more than 1,000 council homes cheaper to heat and stay warmer for longer.
Homes can benefit from a range of free energy efficiency measures, from solar panels to air source heat pumps, all fitted by the energy experts at E.ON.
The council’s partnership with E.ON has a proven track record – we were highly commended at the West Midlands Energy Efficiency Awards 2025 after ‘glowing up’ more than 100 council homes in Long Lawford and Rokeby.
Now we want to give more than 1,000 council homes a glow up.
It's a big job and we'll be rolling out the programme council ward by council ward over the next three years.
When the programme reaches your council ward, we'll be in touch with eligible households to arrange a free home assessment.
Remember - you don’t spend a penny, you can save money on your energy bills, and you can feel the warm glow of doing your bit to support the environment.
*Council homes with an Energy Performance Certificate (EPC) rating of D or below qualify for free energy efficiency improvements.
What's an Energy Performance Certificate?
The Government has set a target for all social housing to have a minimum EPC rating of C by 2030. Following a free home assessment, only homes with a confirmed EPC rating of D or below qualify for support from the Warm Homes: Social Housing Fund.
What to expect when you sign up your home for a free Glow Up.
